Will the program book be available electronically before Gen Con this year?

If I remember correctly, it's usually the week of. So I would say no later than Monday.

Yep. Last year the PDF was out the Monday before Gen Con.

As I recall the actual physical guides tend to be put out Tuesday evening or Wednesday morning.
