Is the requirement to be 18 to purchase a VIG badge measured by age at the time of Gen Con 2021 (August 2021) or earlier?

You must be 18 by the time of the show. This year you must be 18 by August 5th.

It has not, it will happen sometime in January.

There is great hurry now as badge and hotel reservations have been pushed out. 

To be clear, if you are selected you will be informed and the next steps will be outlined for you. If you are not selected we will not be informing you.
