Some may consider this lawful evil, but has anyone ever parked at the Methodist or University Hospital garages and then hoofed it or taken a short ride to the ICC? In my experience, some hospital campuses are rather strict about parking and some don't care as long as you pay and don't park in reserved spots. It is $5/day at the Methodist Hospital (further away than the University hospital but much cheaper), and the company that manages the garages actually describes the garages as for, "guests and the surrounding area."
Nothing lawful evil about it. Most people want something close by.
